Bag charges are primarily a money issue for AC. It has nothing to do (as far as they are concerned) with delays. It is primarily a money issue for families.
Maybe this family should drive! I see no problem with a $25 baggage charge when flying on a cheap ticket. Last time I looked, Air Canada is a business and should be making money. Their return on capital is very small.
