Having travelled in several Euro countries in the past year, my experience is that non-chip, or chip and sig cards are very hit and miss. The well prepared traveler will also have backups in the form of Visa/MC, local currency, home currency in good condition, and some local language skills to beg the use of a local's chip and pin card to fill your rental car with petrol, when you have no other options
