Colorado and other states are increasingly replacing steady green with blinking yellow arrows for non-protected but legal left turns.

IIRC, Washington allows left turns on red if one is turning onto a one way street no matter what type of street one is coming from.
Another quirk in Washington is that drivers are not required to stop for a school bus traveling in the opposite direction if there is a center turn lane or 3+ lanes on that portion of the roadway. Many people do stop and risk a citation for impeding traffic.
A number of states allow motorcyclists to run red lights if the lights have cycled through and they have not gotten a green light.
