Certainly not in practice for the EXEC cards up until now. Aside from a few glitches, the points were posting at AA around 2 days after the EXEX statement posted with the min spnd completed. That was the reason we were able to get the miles and still cancel within 67 days.
No guarantees, but I'm pretty sure the 8-10 weeks language is and has been standard boilerplate. Citi actually gives miles right away, but they say 8-10 weeks so that if there's a glitch, they won't have every single person calling 2 days after their statement closes. It's a way of managing expectations.
