The passengers were ticketed to fly to BUR, so it is WN's contractual obligation to get them there. For those that wanted to wait for another plane to take them there, they were within their right to do so. As WN would need to ferry a plane into BUR anyway, this allows them to do so with minimal disruption to their schedule.
