In London they are licensed "Private Hire Vehicles" (aka 'minicabs') with licensed PHV drivers, and Uber London Ltd is a licensed PHV operator - licensing is done by the TfL Taxi & Private Hire office (the old Public Carriage Office renamed).

As such they are exempt from the congestion charge.
