I drive in the states while on business fairly regularly and the right on red thing has always mildly freaked me out. The thing that i find the strangest though is when you have a green light to turn at a junction and pedestrians also have a green to cross. Always struck me as really dangerous.
At least in California, a green circular light means that if you are turning, you may have to yield (e.g. to pedestrians, or to opposing traffic when turning left). A green arrow means that other conflicting traffic and pedestrians should be facing a stop signal.
