Regarding the scuba bag, it was pretty obvious when one of them is a mesh bag with the diver down logo and scuba gear could clearly be seen. I've checked scuba gear at least a half dozen times in Florida where they would know this as well as in Cozumel multiple times where nearly everyone is assumed to have scuba gear.

I've never once been charged a fee.
