That matches with the reported AMEX behavior of handling of multiple applications.

I just checked my EXP report, and it lists two HPs from AMEX, one for the first card, then only one more for the other two cards. But it doesn't list any AMEX cards as "issued" at all, only the HPs.
All of my non-AMEX ccs show HP, then card issued, but not AMEX. But I'm guessing Citi also pulled EQU, where I don't have access. Maybe the AMEX cards are listed as issued there. So I don't know what the Citi CSR could actually see as issued, I only know she mentioned "new accounts" as the reason for the denial. The first two CSRs were so very clear that would not be overturned by anyone, so I didn't call a third time.
Ok, this starts to make sense. The CSRs must have been basing the comments on number of HPs.
