I have on more than 1 occasion in the last 14 years when I have had a long layover at EWR, taken the airport people mover to Newark Penn Station then the train into Midtown Manhattan and had lunch there. On one occassion I even walked over the Brooklyn Bridge and got the train back to NY Penn station and thence back to EWR etc. Depends how long the layover is of course.
