My experience is the opposite. Admittedly it's probably because most of my travel is within Europe, where most hotel breakfasts are buffets and you often get your own coffee, so you pay (or turn in your voucher, or get checked off the list) at the hostess desk and tipping is pretty much not done.

On a recent visit to the DoubleTree Portland, OR I got coupons for breakfast which didn't say whether they included a tip or not. Some days, the server brought the check with the $0 total, other days he/she just took the coupons, brought coffee, and said no more.

Depends on the property and how they code things. I've had tips coded as non-earning before (in Hiltons and DoubleTrees) which is probably not meant to happen but could be due to some obscure local law where I stayed.
