If there was a £200 canx fee in the rules, then that's the rule that should apply; BA can't unilaterally change that later. I have a very dim and hazy recollection (which may be wrong) that the non-ref endorsement on the ticket is intended to stop you being able to just pick up cash at a ticket desk to the value of the ticket, because the refund must be done by the back office so that the canx fee can be applied. Or something like that.
