OK, Let's clear up DC law.

DC does allow right on red, unless it is signed, No Turn on Red. Some of these No Turn on Red signs are time-limited. Most of the NToR signs are in downtown Washington. As you move up-town and into the more suburban areas of the district, they are much less common.

DC does not allow left turn on red under any circumstances.
