Discover owns the PULSE ATM network and of course now, Diners Club. But many, many years ago (early 90's) when I had a Discover Bank savings account, I was able to withdraw cash at American Express/Express Cash ATMs in Europe with no problem (and no ATM fees and at the time no forex fees). Discover ATM acceptance really isn't a problem.
Now back to the subject of EMV....
