Any crew can apply to join Mixed Fleet but they have to go for an interview and accept the new terms and conditions and the Mixed Fleet lower pay scales. So mainly only main crew wanting promotion to the CSM rank would be attracted by that and most would need to work their way through the Mixed Fleet ranks if they are not currently SCCMs, so not particularly popular.
That's the issue.
I used to work for a public sector organisation where due to a number of previous mergers and transfers in of functions there were 6 different sets of terms of conditions depending on how you joined the organisation.
We also had people who were working on secondments with other sets of T&Cs
Sometimes it stopped people applying for promotion because it could have an effect on issues like amount of working hours, annual leave, retirement age or pension calculation even if it meant a higher salary.
I had better annual leave and lower working hours than my boss who was on a two year secondment into the organisaion.
All new staff had new T&Cs but it sometimes made it hard for a manager to keep track on who was entitled to what annual leave or working hours
