There are a lot of posts here about applying for the card with CBP and how to do it in GOES as it is a Trusted Traveler program for US Citizens; most of the experience reports are about travel in Asia, but most of the questions are about applying for the card.

I really don't feel strongly since I have my card now and know what to expect; mods can put it where they want. In other words, I no longer follow this thread like I did before so where it ends up is less of my concern than before.
