In other words, more expensive and considerably more limited than a 7-day JR Pass. It doesn't really seem to make sense for actual tourists, or indeed anybody except perhaps a visitor on a business trip whose schedule absolutely requires a ride on Nozomi trains (but then, someone like that would likely be better served by domestic flights...).
