yeah... the risk is there but I think the main issue is not so much the pax moving around, but reaching up and having heavy bags in their hands from the overhead locker.

Public transport (particularly street cars/trams and buses) also brake heavily from time to time and there just aren't mass injuries on a daily basis when this happens.

We were taxi-ing in the USA a couple months ago and an entire cabin (or a large jet) was asked to stand and move to fix weight and balance issues. We did this while taxi-ing. I think everyone appreciated the on-time departure rather than having to lose our slot. But in that case, no one was reaching up to get cabin bags down.
