So actually the destinations which are currently in C & D and for which the APD will fall are the likes of India, Caribbean, Brazil, China, Japan, South Africa, Thailand, Singapore, Australia, Hong Kong.
But, on balance, excellent news
The capital city rule was probably to de-link the duty from any 1:1 distance calculation that could be construed as a proxy for a tax on fuel.
The quirkiness of the rule generated some unfairness: while Hawaii was a bargain in APD terms, Puerto Rico was not (band C); and neither were Reunion and the other French départements far from Europe (treated as territories in their own right rather than part of France).
