My interpretation is that UA's strategy is to lower costs by employing people with less experience and paying them less. Offering a buy-out to senior FAs is one element of that strategy. Not necessarily a bad strategy, as long as UA trains its employees properly. Training is a key area where UA needs to improve.
Well, I guess it all depends on your point of view, whether you are a bean counter for UA or a passenger hoping for experienced service.
