Then you haven't been reading the various Citi threads. Churning a Citi Bus card is extremely YMMV. Some people get card after card, some have to really work to get a second. And some can't ever get more than one. If there is any reason for that, other than that Citi is very quirky, there aren't enough data points to know what it may be.
