The short answer is that the Port Authority of New York and New Jersey is not accountable to the voters, at all.
The PA has much more important business to worry about like trying to sue Fishs Eddy (a small homewares store near Union Sq) over a plate they were selling that was trimmed with the NYC skyline because it could "damage the image and reputation" of the Port Authority.
