No, it looks like the point of departure must be FRA and all your connecting sectors must be on the ticket. However the best people to ask would be the res office in FRA. I bet you that even CX HKG does not know the rules to this. Note that the discounted Business class fares of I, and D (for RTWs) are sadly omitted.

But if you're on A class for (AONEW), it seems to be included.

A few years ago, CX offered this for LHR departures/arrivals too and many FTers on AONEWs could get the limousine service too.
