It depends on the airport. If the pilot presents himself at a security checkpoint then he must be screened. At some airports they are ways for the pilots to get to their airplanes without going through a checkpoint and at others there is not. Generally speaking, to get around the checkpoint the pilot would have to be based at that airport and would have to have a separate ID card issued by that airport.
The extra ID card that the article speak of is the universal access system which would be like having an airport specific ID card for every airport. It's something that ALPA has been pushing for for years.
