I'd disagree because I actually still have a pending CB for September. Not to mention BF is still paying out on it's normal schedule so you'd expect this to happen there as well if Amex were trying to wash their hands of it.
Sept should be showing as pending, as it is STILL September.
Amex does payout portals rather quickly, but BF holds those funds much longer than TCB does.
I would say BF and TCB are both on normal schedule and see nothing to presume a 'hand washing'
