For the length of travel reason to be invoked, it must be >14 hours total travel time and it must be an OCONUS trip. Even then, the options are to either approve business class travel or authorize a day of rest (enroute or at the destination). The choice is up to the Authorizing Official which to approve. Personally I've always been given the day of rest rather than business class tickets in my organization.
