I believe that on Flex rate the OTA just has simply to be at "least as generous" as the IHG hotel.
So if OTA flex is 12noon day before and IHG.COM 4pm day before BRG gets refused, whilst in this case in point, OTA 12noon day before versus IHG.COM 14days before meets the BRG Flex cancelation period test.
According to the BRG description, the terms have to be the equal ( not equal to or better )

so unless I am misunderstanding it, it seems that the terms would have to be the same.
