You will not collect bags (nor be able to) at IST as long as NA-IST-EU was ticketed as one flight, it will go to your final destination in Europe. Otherwise people will be able to use hidden city ticketing tactics, booking (somewhere)-IST-(somewhere else) but actually intended (somewhere)-IST because (somewhere)-(somewhere else) is cheaper than (somewhere)-IST.
Somewhere-IST-somewhere will indeed generally be cheaper,however I have never had a problem with taking out my bags in IST when I have a long layover,might be bcs TK tend to be lax abouth theese things,though,might be bcs I tend to fly from EZE,where their also rather lax abouth theese things,though!!
