It doesn't matter how many bookings one has ; at time of booking there will be provided a last time to cancel. If unable to remember the details then just add the cancellation time to a calendar
EU261 protects passengers against airlines just cancelling flights or downgrading passengers; it does not restrict airlines having different fare rules restrictions and cannot see EU ever being concerned
If hotels start closing on nights that they are not busy and just telling those booked that they will just have to come the next day , then maybe an equivalent would be set up
