One might expect it at the same hotel and be surprised when that hotel has a different policy ( e.g. staying at CP Singapore at Grand Prix weekend where even the flexible rate I have seen to be non cancellable for the GP nights )

Expecting all hotels globally to have the same policies is not reasonable

In the OP's case, over NY , there is a 2 week cancellation policy rather than the normal 1 week policy
