Am I correct in thinking that the UK AmEx Plat is one of the very few cards left in the world that offers
liability cover for car rentals?
Even if rented with a different card?
The policy wording is as follows:
YOUR BENEFITS
These benefits only apply where the rental company allows You to decline the purchase of additional or optional insurances from the rental company. These benefits will apply while on a Trip, for all drivers, up to a maximum of 5, where You are named on the rental agreement.
1) If any items You are responsible for under Your rental agreement are stolen or damaged (including but not limited to the rental vehicle) the Insurer will pay these amounts, including the excess. This will apply whether or not You are responsible for the accident. You will be paid no more than the value of the rental vehicle up to (£50,000) in respect of any one accident or occurrence.
2) Following an accident involving Your rental vehicle, the Insurer will appoint a lawyer to control and be responsible for all legal proceedings,
3) If You are found legally liable for injuring another person or damaging their property, the Insurer will pay any related compensation and legal costs up to £500,000 (or USD$1,000,000 in the USA) arising directly or indirectly from one cause,
4) As a result of this benefit, You do not need to purchase additional or optional insurances from the rental company that include:
Collision Damage Waiver (CDW)
Loss Damage Waiver (LDW)
Removal/reduction of excess (Super CDW/LDW)
Theft Protection (TP)
Top Up/Supplemental Liability (SLI)
Personal Accident (PA)

Compare this with the US card, which seems to only mention CDW (Collision), but will not cover expenses if you damage someone else's car.
FWIW, the use case here is pretty narrow: Someone w/o personal car insurance renting in someplace that doesn't have [or has negligible] mandatory liability insurance for rentals (such as California). However, the savings are pretty significant: all that insurance can get very expensive on a multi-week rental.
