Because most people expect consistency from a reputable business aiming for customer satisfaction.

I've long come to realize that I cannot expect consistency or aim for customer satisfaction from IHG (as opposed to most hotels I'm visiting) -- so I'm always reading the small print. In my opinion it's a shame that I have to waste the time to do so.

Another take: why would one expect that the "Best Flexible Rate" may not be flexible, sometimes, when one came to get used to "flexible" meaning "cancelable until they day of arrival"?
