If the post office lost my new passport, who pays for a new one?

Since the US Passport Agency mails new passports out via regular mail, what
happens when the post office loses it? (never turned up more than 3 weeks
after they mailed it) Do I have to pay for a new passport to be made? Or
will the Passport Agency pay for it?
