Transferring points to another person's Membership Rewards account has never been a published benefit of the USA program. They did you a favor, on a one-time exception basis.

Why would you close a Blue account, the card has no annual fee?

What do you hope to do with the points? Blue participates in Membership Rewards Express. Express points cannot be transferred to airline or hotel programs, but there is a free solution to this limitation.
