In my experience with IHG, in China and elsewhere, the only thing that matters is what the CS agent does. T&Cs are, in my experience, less important than the way they are applied. In this case it seems consistent.
Changing your address to Mainland is not a problem. Please note that availability at that rate is far from good in general.

The T&C I quoted earlier stated very clearly. Just because you received a promo email doesn't mean that you are entitled to a promo. Everything is governed by the T&C.
