My 2 cents:
1. Must be packed with locals or at least a mixed crowd
2. No English menu (at least no Russian/German/... one)
3. On a side-street rather than on a major street
4. Open for lunch and dinner rathen than all day long (not applicable to fast food, cafes, etc.)
