No, instead Citi has a much better policy where you can often get the 2nd year annual fee (and maybe also the 3rd year annual fee, etc) credited in full and yet get to keep the card too! There's a whole separate thread about that; see here:

And since the time you can apply for your next Citi card has nothing to do with whether you cancel or not (only with when you last got your previous card). why not keep the card another year if it doesn't cost anything? That way you can have its benefits (free checked bag, priority boarding, 10% rebate -- up to 10k a year -- on award redemptions, etc) another year.
