Yes, of course. For example, buying miles from brokers can definitely be done (if you sell your KF to them and buy AP) but that's definitely against program T&C.

No, nearly all programs don't allow bartering. It's just AA that cracks down extremely heavily.

I think KF breaks HKG-Europe redemptions somehow (into HKG-SIN, SIN-Europe), because the YQ ex-HKG on KF redemptions aren't the regulated (~1000HKD) rate. IT's more like 1800 HKD to 2100 HKD.
