The end result will really depend upon if agents continue to book Delta. Delta is counting on agents continuing to book Delta and charging a fee to do so, and/or people to use the telphone or online to book. Since you can't do anything but buy new tickets using the telphone/on line, the question remains on if agents will continue to handle Delta business. If they refuse to do so, Delta will need to hire many more people in order to handle the higher number of people coming to the airports to handle these "other" transactions.

I also do not see why US agents could not arrange to have tickets issued outside of the USA to get around the no commission/caps policy.
