I fly routes with many flights a day and often check a bag before the previous plane to mine takes off. Years ago, they would often put my bag on an earlier flight. It's probably 3-5 years since I have had that happen.
Not since 9/11 security reforms.
I can confirm that the four hour before flight rule is strictly enforced (perhaps by the baggage tag system?)
