Found a document I haven't seen before that appears to suggest so http://db.caac.gov.cn/tztg/201110/t20111014_43076.html . But it's dated from 2011...

I don't have any concrete data, but IME SHA-HKG is just as bad as SHA-SZX. Taiwan is a different case because those flights typically don't require a lot of time in Chinese airspace.

My recent experiences with PEK have actually been surprisingly okay, but SHA is really awful these days.
