Didn't say they encourage it or openly advertise it, but they do allow it if a guest wants to. My experience in Egypt in general is that a lot of places that don't sell or serve alcohol will certainly allow you to bring and consume your own and in many cases even tell you the cheapest place nearby to buy it. In the case of the lounges in CAI, all of the snack/drink kiosks in the airport seem to sell beer and lounge attendants specifically say it's no problem to bring it in if asked.
