The last thing they need during IROPS is someone quoting chapter and verse of CoC. The poor GAs are just trying to get everyone out of there, and there is very little time to worry about the legal necessities. Better they are given wide latitutde in such situations, because obviously there's a huge difference if one flight is cancelled vs. 20 are cancelled.
