Change for free to what? If there is one flight that day you can't change to anything. That's not a good deal for anybody.
These fares allow changing for free (no penalty) at any time before departure.
Basically, there are two benefits:
1. Do not pay the change penalty if you want to change the date (but there may be a fare difference).
2. Pay nothing if you want to fly to the same airport on the date of the flight.
I agree that the second benefit does not really benefit anyone if there is only 1 flight per day, but being able to change to an earlier/later date without a penalty may benefit someone.
