That would mean a ticketed allowance. Frequent flyer waivers and additional bags are never a part of the ticketed allowance. Code-share partners sometimes agree to extend frequent flyer benefits on each other's services (but that would be for AS members on AA operated services not for AA members on AA operated services booked under AS code). In your case your ticketed allowance was zero free checked bags, and then it was up to the operating carrier to extend any allowance for your frequent flyer status.
