Find a couple of rental agencies near your hotel and call them. Many Loop locations don't advertise after-hours dropoff, but if their cars are in a parking garage, there's a decent chance they'll allow it. Enterprise at Presidential Towers comes to mind as one I've returned to after COB, but it's been a few years.
I've rented a car at national at n lasalle two years ago and returned it after closings hours, but it's not possible to arrange online. I would like to contact them by email. I've contacted national, but they claim that this location doesn't have an email address. I find that hard to believe.
