If you limit your total time in country to less than 24 hours, you can go wherever you please, but 72 hour TWOV is limited to the city in which you arrive/depart. That having been said, the permitted travel area is quite large in many cases. For example, if you go to Guangzhou, you get access to all of Guangdong Province.
