Question Exit row security issue?

Hi,

I have a question regarding the policy of the persons fit to be sitting in an exit row on LH-flights.

On my recent flight the exit-row seat next to me on a A340 was left empty so they placed a woman with a cast on her leg in that seat next to me - after take off.

When I questioned this for security reasons - they stated:
- that is was fine
- the purser approved it
- the lady was not even really able to walk with cast
- She only would have to move to her assigned seat for landing

Now I wonder if that is really in compliance with the official safety rules?
So if something occurs suddenly during the flight - LH has to first accommodate all the incapable exit row passengers and then proceed with the measures?

What do you think?
