BA don't make it clear. I had the same conversation with a man who I think was in charge of check-in a few months ago. Apparently the 3x23kg is what the allowance is, and the 32kg bag is the maximum weight for any bag and is technically overweight, but BA waive the overweight luggage fee for Club passengers meaning the effective baggage limit is 3x32kg.
Yes, I think it's that... so essentially technically an allowance for J of 3x23, but also in writing an "exception" for J that no charge for each bag going up to 32...
Only once has anyone batted an eye about the 23-32 part (in NCE, where they pointed out that they shouldn't exceed 23, but would "make an exception" and said so in a way that they were doing a one-time favour).
But my last time out of NCE, with 4 x 32 as a GCH in CW, I showed up with my four heavy bags (don't ask) and when asked how many bags to checked, answering four - and they're heavy! - had a very kind, "well, you're entitled!" from the check-in staff.
