The photo is not stored, it's taken for the print out only. ESTA travellers have their fingerprints taken and it works for after 2008 travel, unrelated to passport being renewed. U.S citizens do not have their fingerprint taken, but LPR card holders do.

Questions are now being asked about GE's future and having two sets of kiosks. Perhaps one kiosk will process both in the future, or something similar.
2008 travel? You mean passports issued after 2008 that have an associated ESTA? That's when all the current VWP countries had already transitioned to e-passports?

Who is asking questions about GE's future?
